Housing Choices Australia's new affordable housing developments:

On the basis of current forecasting, housing affordability will remain an issue in Preston (and Darebin as a whole) for up to 60% of all households. Not all will be eligible for publicx housing, but many will be low to moderate income earners who are unable to access the home ownership or private rental market due to financial constraints. Affordable rental properties in well-located areas are a high need identified by Darebin City Council and the State Government.

The project seeks to address two specific needs in the Preston Central area:

1. Low-income singles and couples
2. Moderate income singles and couples who require access close to work opportunities, 
    transport and services.
 
Conveniently located close to Bell Street shops, Preston market, supermarkets, football oval and transport these apartments are sure to impress. Small business at Victoria Harbour has indicated that a lack of skilled staff was a barrier that limited growth. With most of these industries being in the hospitality, retail and cultural/recreation services, the shortage can be directly apportioned to the lack of housing affordability on the grounds that these industries primarily offer casual or part-time employment.

The target group for the new HCA development called The Merchant therefore focuses on these low-income and modest income households, key workers, requiring ready access to the inner Melbourne area who require accommodation close to their area of work.
